To reset a GFCI outlet, just push in the rest button. Usually they'll have an led indicator which may stay on green or amber. Some are manufactured differently and have an led indicator come on when it's tripped.

Most breaker when tripped will sit 3/4 of the way up. A simple way of checking is to place your hand on the breaker lever and push towards the "on" position. If it moves up and back to that 3/4 position, shut it off and turn back on. That'll reset it. If it doesn't move then it probably on already.
